Justice has to be seen to be done. A judge who rules in five seconds with no evidence has not delivered justice, even when the evidence was true, because Allah made our fitrah that way. So He demonstrated His commands; the whole chain is building toward one trial where the angels, the shayateen and we ourselves testify. Then two words close the surah. Really striking: we need to demonstrate our justice, not just do it. Personally I am guilty of many cases where I don't want to answer "why" questions, just because I have authority to do something. Why I have to bother explaining my actions?! How ignorant I was subhanAllah. Allah guides to the right path. BarakaLLahu fikum!
And perhaps this is also a warning to us: before asking for justice from others, we should examine how just we are when dealing with people whose stories we do not fully know. The same Lord who will judge us with perfect justice commands us to practice justice with one another.
